Summary / Opinion
At the time of writing this in 2020, the humble Raspberry Pi has come a long way.
The latest model, the Raspberry Pi 4 is more powerful than the netbooks that were all the rage.
It's often used for various home server or gadget platform, but it IS a full computer that can be used as a desktop.
I myself building a slightly steampunk all-in-one based on the pi.

Caution
If a Raspberry Pi is short on the horse power or architecture that you need, you're mostly out of luck.
If however, the Raspberry Pi is short on features; you may just have some work to do
